A Discussion on Network Neutrality

The necessity of network neutrality regulation is one of the hottest topics in telecommunications policy today. Barbara van Schewick spoke about the economic merits of proposals to introduce network neutrality rules into telecommunications law: Do network providers have an incentive to discriminate against independent applications, content or portals? If there is a threat of discrimination, what are the consequences for innovation on the Internet, and why should we care? Do the benefits of regulating network providers justify the costs?
